Its very hard to do this. It the moment i seem to achieve the best sound by removing my left finger quickly just after plucking with right hand.
To keep the finger hovering just over the string seems not to work well.

It took me time to get it right. But basically the way to get a good fan yin is to touch/pluck the string at the same time and then lift immediately. It should be like a dragonfly lightly touch the water. The finger should not touch the string before or after the right hand pluck.

My experience is that after the left finger lands on the fan yin point accurately, as you LIFT and PLUCK at the same time a good fan yin is produced.
