Its all about the range you need and or want to have. Guzhengs with 16 - 19 strings usually are steel stringed instruments for mainly solo music which is of more southern styles. These instruments are smaller and therefore their sound is smaller as is their range of notes.
21 stringed guzheng is the standard and has the perfect range for this type of instrument and application. Size and range and type of string for this instrument is just right too. Nylon/silk/steel strings give it a bigger warmer sound.
26 stringed guzheng is for specialists who perform more modern pieces or as like me, I am mainly an impromptu musician who creates music on the spot with this instrument. This instrument gives the most range possible and the biggest sound available for guzheng. It is not an easy instrument to play as it requires a lot of strength and many more hours of practice. These instruments are a lot larger and heavier depending on the maker you choose to make your instrument. A really really good 26 stringed guzheng is really really hard to come by unless you get it special custom made for you.
In the end it is all about personal preference and what kind of sound you like the best.
I hope this helps?
My best,
Vi An.
