When bowing the erhu's inner string, I obtain a clear sound from either end of the bow but the string stops making sound and produces a raspy tone in the middle. I have rosined the middle of the bow's strings numerous times and still do not receive a clear sound regardless of pressure or direction.
Is this a result of the strings? or the bow perhaps?

If its fine at the other parts of the bow, the problem should not be with the strings.
Maybe its time you change the bow. Or perhaps you can try washing the bow hair with non-oil based washing detergent and rosin it again.

If it's only a small section of the bow, I've had success using nail polish remover lightly on the spot of bowhair that is dirty or oily. Let it dry and then rosin it again. Works well!
