Hello, I am brand new to this forum but have been searching for some time now. I have contacted all the local music schools and even the Jacksonville Symphony Orchestra for help with no luck. Any help would be appreciated. Thank you.

Welcome to our forum, cobrasan! Living in Oregon, I don't have contacts in Florida, but maybe a few suggestions will help.
I am not very surprised that local music schools do not know of Chinese music teachers. That would be typical. You may have more luck if you focus on Chinese and Asian cultural organizations and schools. You might look for a Chinese language school. Sometimes these are accessible via the Internet, but often times you have to do some phone calling or ask around personally.
If you have cultural celebrations in your area, they can provide opportunities to find useful contacts. Now is the time for Autumn Lunar celebrations, so I suggest searching them out. The Lunar New Year (Chinese New Year) is a bigger festival, so you might have more luck next February.
The ethnomusicology dept of a major university may have someone knowledgeable in Chinese music.
Don't limit your search to erhu teachers to start out with. If you can find any musicians who play Chinese music, you may find the door to the community of Chinese musicians in your area, if there is one.
