I'm absolutely exhuasted! I've tried almost everything to stop the fourth string peg from slipping, but nothing seems to work! I've tried rosin, hiderpaste, sanding down the peg, etc. I will try chalk next, but if that doesn't work, then it literally renders my pipa unplayable to say the least. Probably have to get a replacement peg then...

Check with a violin shop that has a repair department, or a luthier who makes and repairs violins. I bet that the rosin is not helping much. I suggest cleaning the rosin off the peg box and peg if any remains.
On dan tranh pegs that are too loose, it is common practice to wrap the peg with a slip of paper. The length and thickness of paper depends on the looseness. Maybe it will work on a pipa.

Tried that but it still slips. Perhaps I should make the wad bigger? Anyways, the surface on the peg that makes contact with the peg box is very smooth. I roughened it up a bit, but every time to twist it to tune it and I take it out, it simply smooths it out. Rather irritating. I'll try chalk first before I move on to other steps.

Problem solved! I used tissue, which has more friction than paper and it worked! ;D

you shouldn't put anything like tissue on the peg.it will affect the sound produced as the quality of sound is based on the pegs touching each part of the wooden frame of the pipa and strings.ya, i would suggest that you use a blackboard chalk on your peg to prevent it from slipping.

you know the pegs, the 2 parts that actually touches the frame of the pipa.you can try filing crosses around the area in a circle.as in ya, i don't know how to explain. you cross it on both sides.it does help in preventing the strings from loosening quite effectively. i have tried it and it worked (:
