Since the card states that export is subject to a CITES permit, sounds like this card is not a CITES permit; maybe someone else would know.

The card you have looks very much like what Lu Lin Sheng supplies with it's erhus. This is a recent innovation and basically states what you have is a genuine LLS product. It is not a CITES certificate.
When I bought my LLS a few years ago my teacher hated it so much he thought it was a fake. I asked Palpal to mediate and lost. Since then LLS supplies all it's erhus with the above card and matching serial number. I later realised my erhu was not fake but takes an enormous amount of time to break in.
I recently took my eco-erhu to Amsterdam from London and not once did any customs official showed any interest in it.
