I recently got my erhu today (10/28/15). But it came with this round pitch tuner that is not electrical, I have no idea on how to use this tuner at all, can anybody help? My tuner looks like the one in this video: www.youtube.com/watch?v=LsBE0CvgLL0 Around 20 seconds into the video. Thanks for taking your time to read this.

Do you have a smartphone? If you do, download the app "Instuner". As you play your outer and inner strings, it will tell you what pitch it is, and you can adjust accordingly.
To use the tuner that came with your erhu, simply line up the hole with the note you want and blow on it. Then, you can adjust your strings to match the pitch.

A friend downloaded a tuner on my phone for me but I don't much like using it. I much prefer the clip on type which are cheap on eBay. My teacher has one of those blowy tuners but you need a good ear to use one of those.

I tuned it, but my erhu sounds deeper than I thought, is it suppose to be in the D3 and A3 range?

A4 outer / D4 inner, so tune both up (by pulling the strings tighter). Make sure you push the pegs in while you turn them
