I am a bit unsure what fingers need to have longer finger nails and what dont. At the moment I just have my tiao finger with a longer nail, but when I have to do a Mo my nail seemed to get in the way.

I think the best way to determine ideal nail length is...lots of attentive practice. Every person's hands are slightly different, which will affect things like exactly how you press with the left; your own comfort will also determine things like where you center your body between the 4th and 5th hui. Do what makes most sense for comfort and efficiency, and check with your teacher.
Regarding nails...I find longer ones are more useful for "mo/gou/fu", i.e. inward movements. This is because these movements, especially if done quickly (like in the famous 2-string double-mo-double-gou ornament of GPH) involve a 'flattening' of the hand with less nail exposed to direct contact with the string.

You leave nails on your right and cut your left. As for lenght, it depends on the shape of you hand/fingers. Mines are slender so I have to have them quite long for me to produce a good sound; too short and the nail deadens the sound causing an empty and bad tone. My ring finger has to be slightly more longer coz the fleshy tip extends further out. I can't play if my middle fingernail is cut too short. I also tend to leave the little finger nail long so it balances.
My current lenghts (from the point where it exits the flesh of the finger tip (the white bit)) are:
Thumb: 3mm Index: 4mm Middle: 3.5mm (slightly shorter as I broke my nail the other day; on average 4.2mm or so) Ring: 5.7mm Little: 4.8mm
Like UV2 said, it all depends on your experience. My advice, let them grow long, then trim them until it is right for you.
