Greetings... my first post over here!
Today I recieved my Xiao flute from China and it turned out tuning was not a strong point of the builder... to put it mildly.
The flute is about a a quarter note off (the lowest note is between a B and C). Is there a way to correct the tuning? I play the flute in Western setting (I play ambient music and want to incorporate the Xiao in my music). The flute I made from pvc is more in tune than this one.

Is the flute out of tune with itself or just not pitched at A440? That is, does the flute play in tune as a solo instrument but it does not match pitches with your Western instruments? This is more common than you think. I have a number of instruments that play well alone but are not at A440. In fact, I am always on the lookout for good playing xiao that are pitched at A440. When I go to shops that have flutes, I bring an electronic tuner.

The flute itself plays OK, but it's not in 440. I've been looking at the extra holes at the end of the flute. Don't know if they can be re-ajusted/re-filled/re-drilled to change the pitch?

Sorry, that will only affect the pitch of certain notes, not the overall xiao. Some xiao have a tuning slide (is this what they call "pluggable"?) which can assist tuning, but mostly a xiao is at a certain pitch. You really can't change that much after making the xiao in the first place.
