If in Chinese, I would assume you would know how to easily look. If in English, that might be difficult to find. At best, you can find dizi teachers with slightly broken English.

I prefer Chinese speaking teacher. I am a foreigner and don't know where to look, therefore I need some references.. I plan to study Mandarin at Taipei for more than 1 year and have played chinese flute Dizi quite a while for now and would like to improve my skill during my stay in Taipei...

The best and most famous teacher for dizi/xiao in taipei is winson liao, liaoson@gmail.com His English is good enough that his US-student appeared on a TV show recently along with him www.youtube.com/watch?v=AN3vd7Nz7HIBut it's probably difficult to have a regular training with him since he is very busy (visits to different countries for performances, crafting expensive xiaos for customers, etc.)

Not necessarily, as long as you are serious and want to learn, he will find the time to teach. Why not just let the OP email him and see what happens.
