My partner is now getting a note out of it...
Progress!

I'm guessing you figured out that the second hole needs to have a membrane (or tape if you don't have anything available).

Hi Annette and welcome,
My first dizi was the same as your's except it was in D key. Then it only cost £4 inc. postage. I found it very easy to play on both octaves and it had a muted (or slightly dull) second octave. This was great for all the others in my family and neighbours who had to suffer my practising.
I took one to Mykonos with me whilst I was working there but found it was too windy on the beach.
Best wishes,
Ed
