I play the western flute and the piccolo so I use the same embouchure when I'm playing the dizi. However, the high notes aren't getting the full sweet sound that I want and it sounds a little flat. Is that normal? How can I improve my tone?

Because the shape and size of the blowing hole is different for western flute, piccolo, and the dizi, the embouchure won't be the same. You'll have to experiment changing the embouchure or maybe watch youtube videos of the embouchure of the dizi players.
The dimo could also be a factor in preventing you from achieving the high notes.

Presuming there is nothing wrong with the dizi, you might have to experiment with the placement of your lips. You may be blowing too directly into the embouchure hole. Try rolling the dizi out a little. Sometimes raising your head a little helps too.
If the dimo membrane is too loose, it will be too buzzy, and you will have trouble with high notes.
