I'm not really sure how I should be placing my fingers on the strings... Do lift the third (三) finger, press both the fourth (四) and third at the same time, or the fourth individually? m.imgur.com/a/E5gRJQy

If I understand your question correctly, when fingering a note that requires your fourth finger, the other fingers should be on the strings as well. Sometimes this doesn't work out when you are reaching for a note with the pinky. The general rule is that the lower number fingers are deployed along with the finger playing the note. So, when playing a note with the second finger, the first should be down as well. This really helps to be ready to play the next note in tune, if each finger is already in the correct position.
I also suggest using finger tips on the strings, rather than the flats of the fingers. This is current technique derived from violin. The old technique, also used in traditional Vietnamese playing is to use the flats of the fingers. It will be hard to use the current rolling vibrato technique using the flat part of the fingers. Both methods are valid for certain styles of music, but they should be chosen with an understanding of how other techniques will be affected.
