For example a 3 reed bawu would have reeds set at 3 different octaves, c5, c4, and c3, low, middle, and high, you can either play them all at once or separately in different combinations, is it possible to build a system with 3 reeds but one single flute rather than being build like a hulusi with three separate reeds and flutes?

Some vendors describe their hulusis as two or three octaves. Actually both hulusis and bawus only play one octave plus two notes on the higher octave. The hulusi has three pipes: one main pipe and two drone pipes. Usually one of these drone pipes are purely decorative, even though some makers might install a reed in them.
Most of the hulusis I've seen on the internet have poorly designed drone switches. They can not be turned on and off quickly enough to be of any use. I don't often use the drone pipe but when I do it's played very quickly with double tongueing. I then switch the drone off and continue the piece of music slowly. The type of switch my teacher and I use doesn't actually have a switch but a hole which is covered by your thumb and released and covered when needed.
Since only one drone hole can be covered by your thumb, it makes having two drone switches impossible. I play music which have been composed for the hulusi/bawu and so don't need a chromatic hulusi. A chromatic bawu would sound nearer to an oboe in my opinion.
